Got Rain?

Heavy rain pounded the Rez area early Wednesday evening.  From 5:54PM to 6:54PM the Weather Bureau recorded 1.04 inches of rain around the airport.  

John Burwell Vs. Bert Case

We hope you watched the WLBT clip where Mr. Burwell told Bert Case that the meeting he was about to attend with the PRV Shoreline Committee was closed to the media.

Ha Ha.

The Rez Board meetings are open to the public, so says the Mississippi Open Meetings Act. In fact all meetings of public officials are open to the public but there are some exceptions. Also, I don't know if picking on Bert is a good idea. Anyone that can defend himself from a crazed pit bull with only a piece of paper is no one to mess with.

A couple of observations, this video has been watched by over 2.3 million YouTube viewers. Secondly, notice the dedication of the camera man, instead of running to help Bert he bravely stood behind his camera to catch the shot.

And Al Gore gets an Emmy, there is no justice.

Property Maintenance Update

It has been over a week since the Rez Board adopted the International Property Maintenance Code so we figured it was time for an update.

Before the IPMC can be "official" the PRV is required to publish information about the ordinance in local newspapers. That was done last week and all of the legal protocol should be met within 3 weeks.

Harbor Walk Update

The staff, management, and board of directors of The Rez News have been away for a few days so apologies for the absence of content.  Also, tours of The Rez News Towers will resume later in the week. 

Monday morning the Rez Shoreline Committee met to discuss a one year extension to the Harbor Walk lease. WLBT was there to cover the story and we will give you that link later in this article.

Mr. Burwell was granted a one year extension to his lease in order to get the hotel going. Given the current financial markets it is a stretch to believe that someone is going to come in and rescue Harbor Walk so mark you calendars for June of 2011 to see how the story ends.

The project has now been granted its 4th one year lease extension. One has to wonder what is going to happen over the next 12 months that has not happened over the last 72 months but we shall see.

The Rez Board

The Rez Board of Directors received a lot of press last week, however, the geese won so things should get back to normal.

Speaking of the board, have you ever wondered how someone gets to be on the Rez board? Well your inquiring minds are about to be rewarded.  Below is the law that establishes the structure of the board.

§ 51-9-107. Board of directors.

All powers of the district shall be exercised by a board of directors, to be composed of the following:

(a) Each member of the Pearl River Industrial Commission whose county becomes a part of the Pearl River Valley Water Supply District shall be a member of the Board of Directors of the Pearl River Valley Water Supply District. Such directors shall serve on this board during their term of office on the Pearl River Industrial Commission. In addition the board of supervisors of each county which becomes a part of the district shall appoint one (1) additional member.

(b) The Mississippi Commission on Environmental Quality, the Mississippi Commission on Wildlife, Fisheries and Parks, Forestry Commission and the State Board of Health of the State of Mississippi shall each appoint one (1) director from that department to serve on the Board of Directors of the Pearl River Valley Water Supply District to serve at the pleasure of the respective board appointing him.

Goose Update

It was a quiet day Friday with no significant developments on the goose front.  A minor scuffle broke out between a few geese jockeying for position in front of the WLBT cameras but it ended quickly.

However, disturbing news is coming in from up river.  Sources tell us that the alligators are holding a meeting this weekend to discuss forming a coalition.   It's no secret that the gators are outraged that reservoir officials called off the planned goose roundup but have done nothing to stop this years fall alligator hunt.

The annual hunt is planned for the area above Highway 43 and allows permit holders to remove 120 alligators.  We're guessing here but believe the alligators will use the following talking points in an effort to gain public sympathy.   

  • Why are geese euthanized and gators "harvested"?
  • We are cute and lay eggs too
  • We don't have honkers
  • Anybody ever step in alligator feces at a boat launch?
Strong points, no doubt.
But,  they face an uphill battle for sure. Their only hope is that the press has another slow news week.

Much has been written about the geese at the Rez and, mercifully, the story is coming to an end. People on each side of the argument were respectful and passionate about where they stood on the issue, even those standing on goose, well, you know what they were standing on.

From a philosophical point of view the story was not about geese, but rather life, death, and feces.

University Physicians Grand Opening

The nice folks at UMC sent us an announcement about the grand opening ceremony for the new University Physicians complex in Flowood near Grants Ferry.

WHAT: University Physicians, a part of University of Mississippi Health Care, presents its new Grants Ferry clinic to the public during a grand opening ceremony and reception.

WHEN: Wednesday, June 30 at 10 a.m.

WHERE: University Physicians-Grants Ferry, located at the corner of Lakeland Place and Plaza Drive in Flowood.

WHY: The public can get a sneak peek at the new facilities before patient visits begin July 7. The $14 million, 50,575-square-foot medical office building will house primary care and other specialty services, including allergy and obstetrics and gynecology.

The purpose of this clinic is to make the expertise of UMMC more readily available to serve the needs of the community where patients live. University Hospitals and Health System will provide additional medical support services.

Cogdell Spencer ERDMAN, the construction company for the project, broke ground on the project last June.

Geese 2 Sigman 0

In what has shaped up to be a one-sided game, The Geese scored what may be the winning goal in the their epic battle with reservoir officials.  The Geese have now been granted amnesty, permanent resident status, and appear to be coasting to an easy victory.

It seems, however, that The Geese are not content with just winning but want to rub Team Rez's nose in, well, you know what, by making the following demands:

  • All mowing be stopped immediately so that the grass can develop the maximum amount of seeds needed by the geese to produce, well, you know.
  • Parking at all boat launch facilities be prohibited as it is a favorite spot for the geese to, well, you know. 
  • All traffic on the dam be re-routed to eliminate the risk of goose pedestrian injuries when they come out of the water to, well, you know. 
  • All waterfront property owners be required to keep their dogs inside when the geese come into their yards to eat their plants and, well, you know, on their patios. 
  • The Geese have asked for 2 seats on the Rez Board of Directors to ensure that something like this never happens again.

We wish this was the end of the story but, sadly, it's not.  An anonymous tipster told us that representatives of The Geese were seen flying over Richard ( One call, That's All) Schwartz's office.

Can a "Mental Anguish" lawsuit be far behind?

No Biz Like Sno Biz

A new snow ball and ice cream shop has opened in the Reservoir Square Shopping Center.  The Sno Biz Cafe is situated next to the Jumbo Chinese Restaurant and serves Snow Balls, Slushes, Milk Shakes, Cookies, and Ice Cream.

Tyson McCoy is the owner and CDO (Chief Dipping Officer) and welcomes everyone into his new business.
He plans on a grand opening soon and we will let you know when that happens.

Harbor Walk

Life is good at Harbor Walk, you can leave your condo and stroll from shop to shop.  If you're thirsty you can stop at that nice bar, (you know, the one with the seating over the water) sip on a chardonnay and wonder what the poor people are doing.    


There are no condos, there are no shops, there are no bars, and the poor people can't even fish at the end of the dam anymore.

The Harbor Walk website shows impressive drawings of what would certainly be the nicest area around.  But, will it ever happen?  

Mr. John Burwell heads up the development and is upbeat about the project insisting that it will be built as designed.  He said about 25 million dollars has already been spent on land acquisition, demolition (remember The Dock?), construction of new piers, and engineering and other construction plans.   That is no small amount of money and certainly shows a commitment.  And, Harbor Walk is current with their lease payments to the Pearl River Valley Water Supply District.

But there is trouble in paradise, it seems that the financing for the project is not in place.   

A letter from Mr. Burwell was recently presented to the Shoreline Committee of the PRV board of directors.  The letter requested an extension to the section of his lease that calls for the hotel to be completed.

There was a lively debate among the board members about the request.  One board member expressed frustration that Mr. Burwell wasn't at the meeting to answer questions about the project and why he would wait until two weeks before the deadline to ask for the extension.

The board voted to table the request until a future meeting but agreed to make themselves available to meet with Mr. Burwell if he had new information to provide.   A board member asked their attorney, Mr. Jim Tohill, what the effect of denying the extension meant and the answer was that Harbor Walk would be in default of their lease. 

Some history is in order.

The original lease for Harbor Walk was signed in 2004 and called for the demolition of the old structures in the Main Harbor area and phase one of the project, which included the hotel, to be completed within 36 months.  At the end of the 36 month deadline only part of the commitment was met, The Dock was gone and new piers in place but construction of the hotel had not started.  In 2007 Mr Burwell asked the PRV board for a one year extension to get the hotel started.

In 2008 he came back to the board and asked for the 2nd extension.  In 2009 he asked for the 3rd extension.
He is now asking the reservoir board for his 4th one year extension to start the hotel.

In addition to the extension for the hotel he is seeking an extension to an option that requires him to lease more land.
The original lease to Harbor Walk was for approximately 110 acres of land.  The area was to start at the end of the dam and include all of the PRV property around to (and including) the fishing jetty and the current reservoir main office.  There were also two small tracts on each side of the fire station on Rice Road.   The Breakers Condos were excluded.

The lease was structured where Harbor Walk would take immediate possession and pay for about 26 acres.  The remaining land would be taken in 20% increments over a 5 year period.  The first option was exercised in 2009 for about 15 acres and carried a $486,000 up front charge with a lease valued at about $1.5 million.

The second 20% parcel is now due and Mr. Burwell has asked for a one year extension for that option.  If the extension is granted he would pay an extension fee of $27,500 and have to lease 40% next year to get back on schedule.

Quite a story.

The PRV board has been more than generous with Mr. Burwell and granted his every request.

It has been 6 years.
Maybe that is long enough.

Geese 1 Sigman 0

In keeping with World Cup Fever a score seems appropriate.

News reports that the Rez planned to capture and euthanize some geese stirred up quite a controversy.  The switchboard at the reservoir office lit up today with reactions ranging from "Kill them all!" to "Do you have any good goose recipe's?" to "How could you do such a thing?"  

In an act of clemency the reservoir general manager, Mr. John Sigman, chose exile over a more permanent solution for the wayward flocks.

When a suitable home for the geese is found they will be relocated.

Until then,  watch your step.

Property Maintenance Update

The adoption of the 2006 International Property Maintenance Code by the PRV is good news for residents at the Rez.  But did you know that the IPMC is also in effect for all of Rankin County?  The county adopted the ordinance in December 2008 and has even used it to put some reservoir residents on notice to clean up their property.

In an earlier post we told you about the process the PRV will use to enforce the ordinance.  You can review that article HERE .
The PRV provides a form on their web site ( to report violators or you can call the Rez office at 601-856-6574 and ask for Steve Clark. 

If you are not on PRV property but live in Rankin County then the following information is for you.

If you feel that a property is unsightly and may violate the IPCM then call Renee Lawrence with the Rankin County Building Inspection Department, her number is 601-824-2570.  The process goes like this.

The county will send someone out to evaluate the complaint.   If the inspector feels a violation is present then pictures are taken and a file created.   The property owner will be sent a letter that notes the violations and gives the owner 30 days to take corrective action.

After 30 days the inspector returns to see if the property is in compliance, if not the owner is sent a second letter notifying them that a hearing before the Rankin County Board of Supervisors has been scheduled regarding their property.  The hearing is used to review the violation and give the property owner an opportunity to speak to the board.  After the hearing the supervisors can either dismiss the complaint, give the property owner additional time for corrective actions, or refer the matter to justice court.   If the matter goes to court the property owner can face a fine of up to $1000 and/or a year in jail.

Don't Go There

On the west end of the dam there are a couple of new signs that you might have missed.

One says: 
  Private Property
  NO Vehicles
  Pedestrian and Bicycles only

The small red sign below it says: 
  No Trespassing

WHAT GIVES?  Read on.

When headed toward Ridgeland a gentle turn to the left is required to exit from the dam.   The road across the dam and that exit are public roads.

If, however, you veer to the right before exiting you are on a section of the dam that is no longer public.  That stretch that runs up to the Breakers Condos is now closed to traffic, fishing, and all the other things that folks used to do there.

This "posted" section of the dam is leased by the Harbor Walk development group.  They decided to restrict access to that area for two reasons, lots of trash being left behind, and the issue of liability.

We are told that the PRV intends to build a barrier at that point that will block vehicles but allow the hikers and cyclists to pass.   

Now you are asking, "Hey, what's up with Harbor Walk?"
We will answer that for you on Monday.

A Fowl Problem

Anyone who has been near the Rez has probably had an encounter with a Canadian Goose, or at least their shoes have.  The critters have become a major problem at the Rez, there is not a boat launch area or park that doesn't show the effects of their presence.  Communities all over the U. S. are taking measures against them and now the Rez is joining that list.

The experts place the geese into two categories, migratory or resident.  The resident geese (the ones that live with us all year) are the ones that get the attention of the Animal and Plant Health Inspection Service, a division of the United States Department of Agriculture.

Employee's of APHIS are coming to the Rez to capture and remove geese in an attempt to reduce their numbers.  The process goes like this.

In the spring Mr. and Mrs. Goose build a nest and produce a clutch of up to 12 eggs. The eggs will hatch in about 28 days.

In late June and early July the adult geese molt, which means they lose and then regrow the feathers needed for flight.  During the molt process the adult geese are unable to fly and the whole family is grounded since the goslings have not yet learned to fly.  This is the time that the geese can be captured and removed.

The Rez is contracting with APHIS to remove the birds that congregate around the launch areas and parks.  The goose wranglers should start work over the next few weeks.
So, if you see some folks running around the park chasing geese don't be alarmed.  They're from the government and they're here to help. 

The APHIS team is available to the public so if you have a large concentration of geese in your subdivision, or your homeowner association is fretting over what to do about them then give them a call.

June Rez Board Meeting

The Board of Directors of the Pearl River Valley Water Supply District met today and here are a few of the highlights.

The International Property Maintenance Code of 2006 was formally adopted and is takes effect Friday June 18th.

A new reserve officer was added to the staff of the Reservoir Patrol.  E. J. Wilkinson will be joining the force,  he is an officer with the Ridgeland Police Department.  Reserve officers are volunteers who donate their time, they receive no pay for what they do.

The Rez will be deploying some new "No Wake Zone" buoys to replace ones that have been vandalized.

The Rez has received information that the USDA is going to start trapping and relocating some of the Canadian Geese in the area.  We hope to provide you with more information on this soon.

The Rez has a received a $6.9 million dollar grant from the Corps. of Engineers to install new sewer lines in the Holly Bush and Goshen Springs area.  We will bring you more info about this later.

Rez Gets New Engineer

The Pearl River Valley Water Supply District has announced that Greg Burgess will join them as their new Chief Engineer.

Greg is a native Mississippian and a graduate of Mississippi State University.  He has worked in state government for 14 years and comes to the PRV from the Mississippi Department of Environmental Quality.  He has his Professional Engineering license in Civil Engineering and is a Board Certified Environmental Engineer through the American Academy of Environmental Engineers.

Greg resides in Clinton with his wife Kathy and their two sons, Brendan and Andrew.


When it rains it pours, but not only water.  Sediment flowing into the Rez has been a major problem due to the many construction projects around the area. The Madison County Herald has information about the problem that you may find interesting.

Rankin News

The reservoir area is getting its first community center.  The building is being constructed next to the fire station on Spillway Road and expected to be completed in July.  The Rankin Ledger provides more info and you can read about it by clicking HERE

Property Maintenance Code

On Thursday, June 17th the Board of Directors for the Pearl River Water Supply District is expected to adopt the International Property Maintenance Code of 2006. 

This is a big deal!
It gives the PRV the authority to force property owners to clean up trashy and run-down properties.

Here are some fast facts. 

The IPMC 2006 applies to all business and residential property leased by the PRV and establishes a minimum set of conditions for the maintenance of structures, equipment, and exteriors.

Chapter 3 of the IPMC 2006 spells out the maintenance requirements.

The residents around the Rez will be able to report suspected violations via the internet.

PRV inspectors will survey all subdivisions looking for potential violations.

The reservoir web site has implemented a method that allows anyone to report a suspected violation.  The form is accessible from the home page of the Rez website.  You can get there by clicking HERE  or you can go directly to the form by clicking  HERE

The Rez does not have a copy of the IPMC posted online but many other municipalities do.  Here is one such link.  Remember, Chapter 3 is what you should read.

The PRV has added some sections to the document and made a few changes.  Those changes can be seen   HERE

You can read all of the above and be an expert or you can take the cheap way out which is this.

If you know of a residence that

  is in a run-down condition
  needs painting or has rotten wood showing
  has junk in the yard
  has an inoperable vehicle in the front
  or is just a generally a mess

then go online and report it to the PRV.  Although the form has a place for your name and telephone number it is optional as they will accept anonymous tips.  If you aren't sure if it is in violation then report it anyway, the PRV folks will make the final determination.

While the processes aren't complete here is the general flow of what will happen when you report a suspected violation.

The Rez will send an inspector out to look over the property and determine if it is in violation of the code.  If so they will photograph the area and start a file on the property.

A letter will be sent to the leaseholder notifying them of any violations and giving them 31 days to make the necessary corrections.

The property will be inspected after the 31 day period to see if it is in compliance.

If not a Reservoir Patrol officer will be called and the property owner issued a citation.

The violator will have to settle the issue with the Justice Court.

A property owner in violation of the code is subject to a fine up to $1000 and/or up to 15 days in jail.

This is great news for the PRV area and will have an immediate effect on getting run-down properties cleaned up.

How High?

In 1959 Johnny Cash recorded a song that asked the burning question, "How High's The Water Mama?"

Neither Johnny nor his mama had the internet so they had to have exchanges like that. But fortunately for us Al Gore came along and invented the internet so we can point and click and get answers to questions like that.
The U.S. Geological Survey has a site that tracks the level of the reservoir so that you will never have to sing for that answer.

If you were around in 1979 you would certainly remember high water.  Storms dumped as much as 20 inches of rain in some areas and caused catastrophic flooding in the Jackson area.  There is an interesting account of the rising waters written by a local meteorologist while the flooding was occurring.

Curb Appeal Ordinances

Many communities around the Rez (and the U.S.) have enacted regulations that are often called "Curb Appeal" ordinances.  They may address everything from what can be parked in front of a residence to the size "for sale" sign one might place in their yard. Some are very restrictive (Madison, The City).  Some places are just getting into the game (The Rez).

For areas with strong homeowner associations the ordinances may seem redundant but that is not necessarily the case.  If a homeowner association fails to act on a problem property the local government can use the ordinance to step in and provide remedy.  For older subdivisions that don't have homeowner associations the ordinances provide a means to keep those neighborhoods neat and attractive and that helps maintain property values.

Ridgeland recently voted to keep a strict ban on boats kept in front of residences.  You can read all about it by clicking HERE

Got Weeds?

Don't know your Alligator Weed from your Hydrilla? Well, get smart and read on.

Aquatic weeds can choke the life out of a lake but The Rez is fortunate to have experts close by that monitor the plants in the Rez and help with their control. Dr. John D. Madsen is with the Geosystems Research Institute at Mississippi State University and knows his weeds. He and others from the GRI hop aboard a boat several times a year and survey the Rez looking for pesky plants. When found they are marked for death.

The PRV contracts with an outside firm to treat problem areas with herbicides. The process is expensive and costs about $270,000 a year. Lots of $$$'s but it must be done.

Dr. Madsen recently presented findings to the PRV and was nice enough to let us share a copy of the information with you.

The presentation is interesting and informative. Did you know that those things we have all called "Lily Pads" are really named the "American Lotus". So, amaze your friends and annoy your fishing partner with your new found knowledge.

Business Ban

Tattoo Moratorium

Monday the Rankin County Board of Supervisors unanimously voted to extend a temporary moratorium on tattoo parlors (Supervisor Bishop was not present). Additional businesses were added to the moratorium and the complete list follows.

tattoo parlors
pawn shops
title loan establishments
check cashing establishments
businesses whose primary purpose is to purchase gold or other precious metals.

The moratorium is county wide and will be in effect until the Board of Supervisors meeting on July 6th at which time the public will have the opportunity to comment on the issue.

Rankin County is presently working with Central Mississippi Planning and Development District to produce a Master Plan that will detail what types of businesses can locate in each zoning district. A draft of the plan should be available within a few months.

Rankin County is doing what almost every city and town around us has already done by limiting the areas where these businesses can operate. It is not a new or radical concept and we are certain that it is not a personal attack on the people who own or work in those types of businesses.

The area around the Barnett Reservoir is home to many people. Population wise, it is similar in size to Oxford or McComb. Since the area is unincorporated the Board of Supervisors must function as the Mayor, Board of Aldermen, and everything else you would find in a medium size Mississippi town.

Certainly the needs of the Rez area are different than other parts of the county but with proper zoning ordinances there can be some order to the explosive growth that Rankin County is experiencing.

Mary Wieden Found High

Thats right, high above the streets of the metro area in WLBT's Skycopter-3.
Mary is a long time Rez resident and we want to congratulate her on her new gig.

Each work day morning and afternoon Mary teams up with pilot Joel Stevens and producer/videographer Joe Root to bring you updates on traffic and any breaking news.
Catch her in the morning at 6:57am, 7:27am, and 7:57am. Afternoons at 4:50pm, 5:05pm, and 5:20pm.

Mary was part of a military family, her early years were spent in the Detroit area, Lake Huron, and Heidelberg Germany.  She graduated from Michigan State University and worked in the news business in Indiana and North Carolina.
She moved to the Jackson area in 1980 and was the news anchor for WAPT, channel 16. Later she became the capital correspondent for WLOX-TV on the coast.

In the 1990's she began a long career in talk radio and reigned as the undisputed "Queen of Talk Radio".
After a stint in the real estate business she is back where she belongs, on the airwaves.

Mary will be following some very large footprints left by "Chopper Bob Rawl" who died earlier this year but we know she is up to the challenge.

The Doctor Will See You Now

You may have noticed a new building going up behind the BankPlus at Spillway and North Shore Parkway. A sign proclaims it to be The Reservoir Medical Complex. The building is 4 to 5 months from completion and will be the new home for several facilities. Careplus Family Medicine is across the street in the shopping area where the Kroger is located and will move to the new building to satisfy a need for more space for their 3 primary care physicians and staff. Careplus is operated by River Oaks Hospital in Flowood.

University Physicians is completing construction of a very nice facility next to the Kroger near Castlewoods. An open house is planned and you can read all about it in their press release below.

JACKSON, Miss. – University Physicians, a part of University of Mississippi Health Care, is preparing to branch out by opening a $14 million satellite clinic in Rankin County.

University Physicians at Grants Ferry, located at the corner of Lakeland Place and Plaza Drive in Flowood, is scheduled to open July 7. The community is invited to a ribbon cutting event on Tuesday, June 30 at 10 a.m. to get a preview of the new building.

The new 50,575 square-foot medical office building will house primary care and other specialty services, including allergy and obstetrics and gynecology.

The mission is to take the expertise of faculty physicians off campus to serve the needs of the community where patients live.

Cogdell Spencer ERDMAN, the construction company for the project, broke ground last June on the 6.85 acres in Flowood. University Hospitals and Health System will provide additional medical support services.

“We are pleased to be working with University Physicians to provide state-of-the-art medical facilities for Flowood and the surrounding communities,” said Susan Dorr, president of Cogdell Spencer’s southeast region.

Dr. Scott Stringer, associate vice chancellor for clinical affairs and CEO of UMHC, said Flowood is a rapidly growing area with fewer services for health care than other areas, which influenced the decision to locate a satellite clinic there. He said Rankin County residents can expect rapid, convenient service at the Grants Ferry clinic with the added confidence of knowing that they have access to the Medical Center campus for health issues that require more complex care.

Faculty physicians will see the patients, but residents and medical students will shadow and work in tandem with them. Stringer said that’s a common model for many academic medical centers, such as the renowned Mayo Clinic in Minnesota.

“Everybody thinks that when you go there you’re going to see a faculty physician, and you do, but you also see residents and medical students. We’re moving to a model of combined care rather than resident-driven care,” he said.

Stringer said opening satellite clinics in other areas of the state will be considered in the future. “It’s our mission to provide health care to those who need our services in the state of Mississippi and we need to be located wherever we can best meet that mission,” he said.

Our first thought was that the "Muffled Thumps" was a band that might be playing at The Pelican Cove Grill. But further reading cleared it up.

Rez Web Cams

Another beautiful day is winding down and you just know the sunset over the Rez is going to be spectacular.  So you pour yourself an adult beverage and walk out the back door to watch mother nature doing some of her best work.
But wait, there is a problem. You just remembered that you don't live on the waters edge facing west!  Bummer.

Well, here is one more reason to thank Al Gore for inventing the internet.  Stroll to your computer instead and go to Channel 16, WAPT's web site.  They have a web cam on top of the club house at Windward Bluff and it does face west.  Some afternoons that camera can show you some very pretty images.  Certainly not the same as being on the beach but not bad for sitting at home.  The web cam refreshes its picture every few minutes so you can watch the sun sink slowly into Ridgeland.   To get to the WAPT web cam click  HERE

Have you ever driven across the dam and noticed cameras atop some of the light poles?  Is Big Brother watching? Well yeah!  But you can watch too.
The Mississippi Department of Transportation web site allows you to select a camera from locations all over the state and receive a live video feed.  There are several cameras on the dam so if you like to watch cars go by then this is your lucky day.     

First go to the MDOT web site,  you should see a map appear with little cameras spread all over it.  If not you can select a city from the menu section of the page and go directly to an area where cameras are present.  For the Rez select Jackson and then "The Spillway" to get to the cameras on the dam. There are navigation buttons on the left of the map that will allow you to move the map in any direction or to zoom in or out.
Once you find the camera you want to view move your cursor over it and left click your mouse.  The latest image from that camera will appear in the upper left of your window, to start the live feed click on the address line under the picture.  A window will then pop up and you will see what the camera sees.   A tip, double click on the live feed window and it will expand into full screen mode.  To get out of full screen mode either right click your mouse and select "exit full screen mode" from the menu, or press the ESC key on your keyboard.

The Rez History Part 1

Ever wonder how the Rez got to be the Rez?  Well over the next week or so we will give you some history about how it came to be.  Today's lesson will read like "In the beginning" as we go back to the 50's and tell you about the laws written that created the Rez.

In 1958 the Mississippi Legislature authorized the creation of the Pearl River Valley Water Supply District.  Why, you ask?  The most likely reason is that the legislators were visionaries and realized that someone would build a place like "The Dock" and they could come out after a hard day of lawmaking and have a Dock Burger and a Dock Rocker (or two).

However, lawmakers rarely make it easy for us to understand them so they cleverly disguised their intentions by writing the following law.

Mississippi Code of 1972.

51-9-103. Legislative determination and declaration of policy.
It is hereby declared, as a matter of legislative determination, that the waterways and surface waters of the state are among its basic resources, that the overflow and surface waters of the state have not heretofore been conserved to realize their full beneficial use, that the preservation, conservation, storage, and control of such waters are necessary to insure an adequate, sanitary water supply at all times, to promote the balanced economic development of the state, and to aid in flood control, conservation and development of state forests, irrigation of lands needing irrigation, and pollution abatement. It is further determined and declared that the preservation, conservation, storage, and control of the waters of the Pearl River and its tributaries and its overflow waters for domestic, municipal, commercial, industrial, agricultural, and manufacturing purposes, for recreational uses, for flood control, timber development, irrigation, and pollution abatement are, as a matter of public policy, for the general welfare of the entire people of the state.

The creation of the Pearl River Valley Water Supply District is determined to be necessary and essential to the accomplishment of the aforesaid purposes, and this article operates on a subject in which the state at large is interested. All the terms and provisions of this article are to be liberally construed to effectuate the purposes herein set forth, this being a remedial law.

Nothing in there about "The Dock" but there were a couple of words that may surprise some, flood control.
