The report emphasized the need for a safety vest. In fact, the missing element was a kill switch, which would have shut off the motor when the guy fell overboard. In cases like that,the boat often circles around until it hits the person in the water.
Don't all boats come with those now? I can remember my friend Ray Scott lobbying for that in the 1980s and thought that the manufacturers had made them standard equipment on boats like those.

Boats have them, and in some states it is a ticketable offense NOT to have it attached. I have been stopped by Alabama Marine Patrol just for them to check if I had the lanyard attached. But this is Ross Barnett where safety isn't even a concern for most boaters. It is so sad, even after several drownings every year, that fishermen still refuse to wear a PFD or self inflating vest. Especially for anyone boating alone.
