Tree Planting in Hidden Hills

Another Rez Photo

This is a personal favorite.  My brother shot this of me as I was exiting the culvert under Highway 25 on the South side.  Not far beyond the bend, I caught a doe feeding beside the creek.  On the way back through the culvert, which is quite long, a gar slapped the water in close proximity.  That was a startling experience.

Mississippi Mission of Mercy Dental Clinic

Looking for a meaningful program to get involved with as a volunteer?  Want to be part of an event that makes a direct impact on local residents' lives?  Read the brochure below about Mississippi Mission of Mercy and its free dental clinic.  The next clinic will take place on April 26-27, 2013, at the Clyde Muse Center on the campus of Hinds Community College in Pearl.  Dentists and dental assistants aren't the only volunteers needed.

Governor Bryant Vetos HB 1584

Update:  About an hour after I published this blog post, the Clarion Ledger published an article on their online edition.  The link to it is here.

Sam Hall, with the Clarion Ledger confirmed that Governor Bryant vetoed HB 1584.  Hall summarizes HB 1584 as giving the PRVWSD " more autonomy over local governing decisions and allow them to collect revenue from tickets handed out on their property.  The bill would give PRVWSD the authority to provide police and fire protection, road and street maintenance, utility services, garbage collection and water and sewerage and other services."  See link to Hall's blog, here.  

The Bill was authored by Rep. Mark Baker, whose district includes a portion of the Reservoir.  Rep. Brent Powell is listed as an additional author.  Powell's district includes the remainder of the Rankin side of the Reservoir.  Honestly, I don't know anything about the contents of the bill at this time other than it sounds like trying to make the PRVWSD into a quasi-state agency run municipality.  I haven't dedicated the time to read it through, but I plan to do so this weekend and report back.  Regardless of the contents, it's surprising to me Bryant vetoed a bill authored by Baker and Powell.   

NW Rankin Honors Armed Forces

In addition to the many other things going on this evening, the Northwest Rankin High School baseball team is hosting the Governor for Armed Forces Appreciation Day.  It's the battle of the big kittens as the Cougars take on the Madison Central Jaguars at Wesley Scarborough Field at NWR High.  First pitch is at 7 p.m.   and Governor Bryant will throw it out.  Mayors Butler-Hawkins and Rhoads, and Adjutant General Collins are expected to be in attendance.  This would be a good game to make!

Virtual Marathon to Fund 4th of July Fireworks

I received the following email from Cindy Ford, Executive Assistant at PRVWSD, concerning the upcoming Fourth of July Celebration at the Reservoir:

I need a little help with the kick-start of our newest addition to the Independence Day Celebration at The REZ.  We have added a “virtual” marathon this year to help fund our fireworks show on June 29th .    Marathon registration begins April 1st and closes April 30th.

Fight at Old Trace Park Spurs Fee

I caught this story on concerning Pearl River Valley Water Supply District's decision to reinstate fees to access the parks on the weekends.  $3 per car.  This decision was spurred by a horrific fight at Old Trace Park in Ridgeland last week, the video of which can be seen here.

I don't know what to think about this decision.  I don't relish PRVWSD charging a fee on the Rankin side.  This was a Ridgeland fight, dealing with, presumably, Ridgeland people; Rankin County appears to have a better grasp of dealing with these types of incidents.  Charging a fee only at Old Trace Park would certainly cut down on the possibility of fights like this only at Old Trace Park. However, what is to keep the riff-raff from driving over the Spillway so they can fight for free?  

I can tell you this, the PRVWSD is correct is taking action to nip this thing in the bud immediately.  Whether you agree or not with the fee, the PRVWSD should be applauded for quickly doing something.  What are your thoughts?

Taste of Flowood this Thursday

Most will agree that A Taste of Mississippi (coming up April 1) is king of charitable food festivals in the Metro area; however, Taste of Flowood is still entertaining -- well worth the price of admission.  I see this growing from year to year.  As a matter of fact, there is a large jump in the number of restaurants participating this year over last.  I encourage everyone to go, see your neighbors, and experience a flavor from an unfamiliar restaurant.

10 a.m. to 2 p.m. -- Easter Celebration!  Pictures with Easter Bunny, Egg scavenger hunt, crafts, etc.  Mississippi Children's Musuem.  $8.

Renaissance Mall in Ridgeland usually has an Easter Egg hunt, but I couldn't find information on it.  If you know of more in our general area, let us know.

Rabies, Micro-chipping, and Coggins Tests

The following information was provided to me.  It was gathered at the latest Rankin County Board of Supervisor's meeting.

The Board of Supervisors approved a request to hold a Rabies Clinic on April 27, 2013, from 10 a.m. to 2:00 p.m. in the Rankin County Annex Parking Lot to administer rabies shot at $5/per shot.  The Clinic will also provide low cost spay and neuter vouchers.
Brandon Kennel Club and Dr. Kirby will be available to micro chipping at a low cost of $35.
Coggins test will be available at a cost of $15 per horse.

This sounds like a great service for Rankin County residents.  I'll provide more information as it comes in.

Mississippi Braves Business After Hours

Baseball season is heating up in the Metro area.  Rankin County has a jewel with Trustmark Park and the Mississippi Braves start any day now.  The below flyer advertises a great event.  This business after hours is well attended, especially since the price is right.  $5 gets you admission and food.  It also gets your child a wrist band for the fun zone.  All you have to be is a member of any of the Chambers of Commerce in Hinds, Rankin or Madison Counties.

Brandon's New Mayor Takes Over

The City of Brandon will soon have a new leader.  Mayor Tim Coulter resigned earlier in the week, effective at 4:30 p.m. on Friday, March 22, 2013.  Current Alderman, Butch Lee, who was running unopposed for the position, will take over at that time.  Good luck to (soon to be) Mayor Lee.

Wild Walk & Run 5k

See below for information concerning an upcoming 5K to benefit The Nature Conservancy of Mississippi.  The City of Ridgeland's Multi-use trail is a great place to run, walk, bike, or, in my case, hobble.  This should be a fun race.

Flowood Text Alerts

Here is something interesting I did not know about.  The City of Flowood  now provides text alerts.  The advertisement for this service, printed below, indicates the City will text you information of an upcoming event, or when there is a traffic accident, road closure, or school closure.  I don't know whether this will include Chamber marketing material, or just City information.  I'm going to give it a try and will provide a review later.

Looking Deeper Into Municipal Inclusion (Ridgeland v. Jackson)

This is a follow-up post to the previous discussion on the statutory ability to force municipal expansion.  Again, I'm not advocating it, I'm simply expounding.  There are several appellate court decisions discussing the use of Miss. Code Ann. s 21-1-45; today, I discuss In re Inclusion in the City of Ridgeland, 494 So. 2d 348 (Miss. 1986).

Overlay Approved By 4-1 Vote

The part concerning inspections and inspection fees was removed from the provisions and will be reconsidered on a county-wide basis at a later date.  Other items were tweaked or removed altogether, i.e., open garages, noise levels, but overall, the meat of the Overlay was passed.  Morrison was the sole dissenting vote.

Lakeshore Park Improvements

Look out 30A, there is a new beach in the Jackson Metro Area sure to cut into your market share!  The piers at Lakeshore Park are popular for swimming during the heat of summer.  So popular, in fact, the PRVWSD recently constructed a beach next to the piers for even more fun.  It still looks like there is work to do on erosion and adding sand, but the bulk of the work is done.  I imagine this will make the park an even bigger hit.

Mal's St. Paddy's Day Parade Weekend

The City of Jackson hosts one of the largest St. Paddy's Day Parades in the nation.  It's this weekend, if you're feeling up to it.  Here is a link to the parade's official website, with a list of the events.  Everything kicks off with one of Mississippi's largest 5K's.

Zippity Do Dah Festivities Next Weekend

Fondren will transform into a sweet potato pie next weekend for the Zippity Doo Dah Parade Weekend.  It's a parade, a race, it's Clydesdales, a children's carnival, and, of course, a million Sweet Potato Queens marching.  And it's all to benefit the Children's Hospital of Blair E. Batson.  For those readers with children, if you haven't been to the children's carnival, I highly recommend it.  Our kids have a blast every year.  The website information is below.  Check out the calendar of events and make plans to work it.

The Central Mississippi Planning and Development District has on its website demographic information regarding the City of Flowood (go to the specific Flowood page here).  This information is based on the 2010 census.  I read through the report and found certain information interesting, which I highlight below.

Overlay District Meeting Reminder

Friday, March 15, 2013, at 9:00 a.m., the Rankin County Board of Supervisors will again take up the Reservoir Community District at a public meeting.  All concerned citizens are again encouraged to show and let your opinions be heard.

City of Flowood Easter Egg Hunt

The City of Flowood's Easter Egg Hunt will be Saturday, March 30, from 10 a.m. to noon.  The event will take place at Liberty Park, behind the Flowood YMCA.  If you have children, mark your calendars.  The City does an excellent job with this hunt.  The following message was sent out by the Flowood Chamber regarding the hunt:

The Parks & Recreation Department is now accepting candy donations for the Easter Egg Hunt. They have asked that we stay away from chocolate because it will melt.  Donations can be dropped off at the Chamber office.

 The Parks & Recreation Department is also looking for businesses to set up informational booths at the Easter Egg Hunt on Saturday, March 30th.  If you are interested in having a booth, please contact Susan at 601-992-4440.

East Metro Corridor Commission

There will be a ribbon cutting for the first phase of the East Metro Corridor on Wednesday, March 13, 2013, at 11 a.m.  Joe McGee Construction Company is even hosting a fish fry immediately afterwards.  The announcement from the Flowood Chamber did not specify an exact location, though I bet money it will be near the Dogwood Mall access point.   

Camping at LeFleur's Bluff State Park

An important part of my family's togetherness is camping.  Camping, to me, means tents, no electricity, and solitude.  My wife prefers the comforts of home.  To compromise, we bought a pop-up camper, kitchen sink, toilet and all.  Now, we plan our vacation weekends around various campsites in the South.  Our children make memories, and my adventurous side is satiated.

This past weekend, we tried out LeFleur's Bluff State Park, right down Lakeland Drive.  We've played around at Mayes Lake before, but never stayed at the campground.  Without question, the best campground in the immediate Jackson metro area (Sorry, PRVWSD campgrounds).

Batter Up!

Major college baseball in Rankin County starts next week.  Southern Miss battles Mississippi State Tuesday, March 12, 2013, at Trustmark Park.  The Governors Cup (Ole Miss v. State) and the Ole Miss v. Southern Miss game take place in April.  Check out the Mississippi Braves' website for a complete schedule, more information, and to order tickets.  

Take it from me, your children will remember these types of events.  I can remember my father taking me to Yankees exhibition games down in Miami when I was 5.  I vividly remember watching the Atlanta Braves in Fulton County Stadium not much later than that (Fernando Valenzuela of the Dodgers was pitching against them).  That was thirty years a long time ago!  I may not remember much of the game, but I can recall the sights, sounds, smells, and excitement that enveloped the event.  

All three of our major college baseball teams are formidable, and have all been ranked at some point this season.  We are lucky to have those teams play each other here in town, and Trustmark Park is an outstanding venue to watch them in.

A Healthy Herd

This was a welcome sight leaving work on Wednesday afternoon.  I work on Old Fannin Road.  A small strip of woods sits between our office, Oak Grove Subdivision, and the Hindu Temple.  Prior to last night, I had not seen deer behind my office for two years.  Glad to see Old Fannin Road traffic had not been the end of too many of them.

The Outlets of Mississippi

Remember that outlet mall that was to be built near Trustmark Park/Bass Pro Shop in Pearl:  The Outlets of Bloomfield?  Talk of this mall began in 2004.  It shuffled a bit in its hidden den and produced a press release indicating a projected opening date of November 2013.  That's only eight months away, shoppers.  

The name has been changed to The Outlets of Mississippi.  It will consist of 325,000 square feet of retail (that's over 80 different stores).  Anticipated stores include Saks Fifth Avenue Off Fifth, Nike, J. Crew, Johnston and Murphy, White House/Black Market, Gap, Banana Republic, American Eagle, and everyone's favorite outlet mall staple, Rocky Mountain Chocolate.

Sponsorships Sought For Benefit Crawfish Boil

The Flowood Chamber of Commerce sent out the following email about an upcoming crawfish boil to benefit a local family:

The Flowood Young Professional Committee provides an opportunity for young business people to interact socially, exchange ideas of common interest and gain an awareness of Flowood's business climate. As a way to give back to the community, this volunteer group hosts a service project every quarter.

The Flowood Young Professional Committee's major fundraiser for 2013 is the upcoming Mudbug Bash, planned for Thursday, April 25th at Mudbugs on Old Fannin. For our sponsors, this event will serve as a great platform to your business, where you will meet successful business owners in the area and enjoy delicious crawfish and exciting live entertainment.

A portion of the proceeds of the Mudbug Bash will go to The Moulder Foundation.  On November 30, 2012, Danny Moulder was diagnosed with a brain tumor known as Pineoblastoma. Neither Danny nor Terra, his wife, have been able to work full time since early December. While insurance covers a good portion of the medical treatment, the financial burden is extremely heavy. The Moulders are active members of Pinelake Church.

Presently, the Flowood Young Professionals are seeking sponsorships for the event, at levels from $150 to $500.  Additional information can be obtained from Amanda Carraway at the Flowood Chamber at 601.932.8007.

Reservoir Community District Meeting Update

As detailed in prior posts, the public hearing on the Reservoir Community District was held this morning at the Rankin County Board of Supervisors' meeting.  There was a large turn out, the overwhelming majority being in favor of the District.  No vote was entertained; rather, the vote was tabled until March 15, 2013.  An observer noted that passage did not seem likely at this time.

Fiddler on the Roof at Black Rose Theatre

The Black Rose Theatre Group in downtown Brandon is performing Fiddler on the Roof.  Remaining showtimes are March 7, 8 and 9 at 7:30 p.m., and March 10, at 2 p.m.  $15 general admission; $10 for students and senior adults.  Make reservations by calling 601.825-1293.  The theater is located at 103 Black Street, Brandon, MS 39042.

Forcing the Expansion of the City of Flowood

The approaching Supervisor's meeting on the Reservoir Community District got me thinking about alternatives to the issue of residential density without appropriate governance/representation.  One provided by state statute (but not one I'm necessarily advocating) is annexation by the City of Flowood.

By it's standards, Flowood sits advantageously without much residential headache.  I don't imagine the city will voluntarily annex rooftops unless it is made necessary to preserve commercial districts. However, Miss. Code Ann. sections 21-1-45, -47 provide statutory procedures for residents outside municipal limits to become part the city; in a way, force the city's hand to expand its corporate limits.
