Thoughts on Proposed Hunting Regulations (Updated)

[I received additional information about some of my concerns from the District, and include that information below in italics.]

Here is my take on the proposed changes to the PRVWSD hunting regulations.  The District is correct to attempt to flesh out and clarify the rules related to hunting.  However, this draft needs to be further refined before implementation.  

The more thorough definition of type of weapon allowed is good.  The previous definition was ambiguous.  The proposed draft takes the ambiguity out.  

Pay attention to the language concerning weapons and size shot allowed.  The rule remains, no rifles.  The District's decision to limit hunting to archery, black powder primitive weapons, and certain shotguns is sound considering the close proximity of residences, boaters, and other recreationists.

Reservoir Community Picnic

Mark your calendar for the 19th Annual Reservoir Community Picnic; July 14, 2013, between 5 and 7 p.m. at the Pelahatchie Shore Park picnic pavilion.  This was a great idea 19 years ago, and today it has been built to a outstanding opportunity for community togetherness. The Reservoir has changed in 19 years, and the need for community is stronger than ever. The organizers and sponsors of this event provide free food, entertainment, face painting, jumpie houses, waters slides, etc., for Reservoir residents.  Many of those taking the lead in voluntarily improving our community are involved in this matter.  This is a great way to meet them, share concerns or praise, and join the effort.  I encourage everyone to mark their calendar and attend this event.  It's a good, old fashioned neighborly get-together.

Changes to Hunting Regulations are Coming

The PRVWSD issued the following press release yesterday concerning proposed changes to hunting regulations.  It appears the District may actually read the Rez News, as I reported on the contradictory nature of their primitive weapon language in a previous post.  I will read the proposed regulations later today and provide my thoughts.

New Exssssshibit at the Mississippi Museum of Natural Science

The snakes are setting up their scaly stations at the Science Museum for the next six months.  "Reptiles:  The Beautiful and the Deadly" opens June 8 to the public, but you can enjoy Snake Week beginning Monday June 3.  A schedule reprinted from the Museum's website is below.  Here is the website for the actual exhibit.

Elder Law Seminar on Avoiding Probate

The Reservoir is a popular place for retirees, and a common issue raised in my practice is whether avoiding probate is advantageous.  Many of the elderly feel it will burden their children to probate their estate through the Court system.  It is true probate can be onerous, but it can also offer the proper protections to the estate of the deceased.  On the other hand, probate is not a universal balm for all situations.  In many instances, structuring your estate in a manner to avoid probate may be the best solution.  Reservoir attorney Richard Young is an experienced elder law practitioner.  He is hosting a one hour seminar on June 5 that may help you determine the proper course for your estate.  

Flowood Municipal Elections Calendar

Absentee voting opened May 25, 2013.  You can go to the City Clerk's office to pick up your absentee ballot and vote between the hours of 8 a.m. and noon.  The deadline for absentee voting in person is June 1; by mail, the deadline for receipt of the ballot is June 3.

The general election is Tuesday, June 4.

Rankin County Job Fair

The Rankin County Job Fair is Wednesday, May 29, 2013, at the Clyde Muse Center on the campus of Hinds Community College-Pearl.  Admission is free to the public.  It's part of the Governor's Job Fair Network.

Water Fest 2013

Water Fest is the annual festival/celebration put on by Rezonate!  It takes place on Saturday, June 29, 2013, from 2 p.m. to 6 p.m. at Old Trace Park.  Below is an explanation of Water Fest from the Rezonate web site:  

WaterFest, the signature event for Rezonate, is an annual event that spotlights the importance of protecting, restoring and improving the water quality of the Ross Barnett Reservoir. 

Partnering together to create an exceptional event, the Pearl River Valley Water Supply District, the Barnett Reservoir Foundation, and the Mississippi Department of Environmental Quality invite the public to learn and have fun! More information about Rezonate and WaterFest is available at

The event relocated last year from Lakeshore Park on the Rankin side of things, to Old Trace Park in Ridgeland.  This year, the event will take place in conjunction with The Barnett Reservoir Foundation's Independence Day celebration.  It will feature a kid zones, a climbing wall, live music, food vendors, classic cars, and a fly over of military airplanes and historical aircraft.  Water Fest will start at 2 and end at 6 p.m.  However, the Independence Day Celebration continues on until after 10 p.m. and will have the popular boat parade and fireworks.  This makes for an exciting afternoon on the Reservoir.  

I can tell you from experience, both Rezonate and The Barnett Reservoir Foundation will need volunteers for these events.  It is a great way to get involved in a tangible way in the community.

Tinker With Tuesdays at the Mississippi Children's Museum

Every Tuesday, the Children's Museum hosts "Tinker With Tuesdays".  This program begins at 3:30 p.m., and focuses on children aged 4-11, and their curiosity with engineering, science and mathematics.  It's free for Museum members.

Update from Board of Supervisors re Overlay

I received word that no action of immediate import was taken today at the Rankin County Board of Supervisors Meeting regarding the Overlay, other than to table the issue pending additional legal wrangling between lawyers for the PRVWSD and the BoS.  Once the language is ironed out and given the lawyers' stamp of approval, an Interlocal Agreement will need to be entered into between the two authorities.  It is hoped that progress toward this goal be made by the July 15 meeting.

There will be a meeting of the Board of Directors of the PRVWSD tomorrow at 9:30, at the District Offices.    The issue of the expansion of Timberlake Campground is not on the agenda.  If anyone goes to the meeting, please provide a report.

On Saturday, May 18, there will be Hope for Hunter Festival/Fundraiser at Pisgah School in Sandhill.  Below, there is posted an information flyer and chicken dinner order form.

The fun begins at 8 a.m. with a 5K run/walk, and continues until 2 p.m.  There will be a fun zone for the kids with jumpie houses, face painting, games and more.  There will also be an antique car show, flea market booths, and so much more.

Mayor's Prayer Breakfast

Framed by two pillars of Rankin County justice, this was my view of key note speaker, Lt. Gov. Tate Reeves, at the Flowood Mayor's Prayer Breakfast.  Kudos to the Lt. Governor for making this a true time of prayer and reflection upon our Lord and Savior.  I also appreciated Mayor Rhoads' dissertation on the history of the City of Flowood.  

The crowd filled the cavernous Performing Arts Center.  Corner Bakery catered an outstanding breakfast.  Good times in the community.

Soak Up the Sun Triathlon

The Soak Up the Sun Triathlon is this Saturday at the Reunion Subdivision in Madison County.  This is referred to as a "sprint triathlon", insofar as weekend warriors like myself could dream of realistically complete it without fear of death. 

By way of comparison, many folks take part in 5K run/walks, which are 3.1 miles.  The Soak Up the Sun consists of a 200 yard swim, 8 mile bike and 2 mile run.  Don't be dissuaded by the swim, it's only 4 lengths of an Olympic sized pool.  You can do it.

YMCA Inclusive Camp Benefit Golf Tournament

The Reservoir YMCA is holding their annual golf tournament, benefiting their summer camp program.  Proceeds from the tournament provide scholarships to deserving children, or go to offset the overall cost of camp.  The tournament is Thursday, May 16 at Bay Pointe Golf Course.  There is a 1 p.m. shotgun start, with lunch served at noon.  This is a 3 person scramble.  With the winning team taking home $1,000.00!  Last place gets their money back.

Reservoir YMCA's Call to Arms

Saw this yesterday at the Reservoir YMCA.

Editorial:  I note this statement is not entirely accurate.  From my conversation with John Sigman, the plan to expand to the field "directly in front of the Y" is no longer on the table; however, expansion to the open fields on the right of Lakeshore Park Drive (as you enter from Northshore Parkway) is.

Election Day!

If you live within the corporate limits of any municipality holding primary elections today, I respectfully request you go out and express your opinion with your vote.  Results will be up once I receive them.  Be advised, Flowood does not hold primary elections, so voting on the contested aldermen races will not occur until June.

PRVWSD Committee Meetings and Their Agendas

The various committees of the PRVWSD are meeting Monday, May 13, beginning at 2:30 p.m. at the District Headquarters in Ridgeland.

The Audit Committee (2:30 p.m.) will discuss the Travel Expense Report, Docket Report, Cash Balance Report, and the outside auditors' contract renewal.

The Parks Committee (3:00 p.m.) will discuss both the ongoing construction at the Fannin Landing Boat Ramp, and the progress of fee collection at the various District Parks.

The Shoreline Committee (3:30 p.m.) will discuss the Overlay and discussing dredging bid results.

The Forestry Committee will meet Tuesday, May 14, at 9 a.m.  That committee will discuss the award of timber contracts, and changes to hunting regulations.  Interestingly, the PRVWSD will also be discussing whether to start leasing PRVWSD property for hunting.

Pepsi Pops is This Friday! [RESCHEDULED]

As was timely pointed out by the readers in the comment section, Pepsi Pops has been rescheduled for the evening of Monday, May 13.

The Mississippi Symphony Orchestra hosts its 32nd annual Pepsi Pops at the Rez' this Friday at Old Trace Park in Ridgeland.  The concert starts at 7:30 p.m. and feature music from your favorite movies, patriotic scores, and plenty of fireworks.  Brown Bottling Group again generously sponsors this community event.  Tickets can be purchased in advance for $12 adult from the Symphony office, Kroger, Regions Bank branches, or McDades.  At the gate, the price will be $12.  Kids aged 4-18 are $5; under 4, they are free.  Take your family; a lot of great memories are made at Pepsi Pops.

Proposed Expansion of Timberlake Campground

The Pearl River Valley Water Supply District is presently considering expansion of the Timberlake Campground.  Currently, the District is looking to add 100 new pads to the fields to the right of Lakeshore Park Drive before you reach the guardhouse/loop.  At $300 to $350 per month, per pad, you can understand why this is being considered.  At one time, the District also considered expanding to the left of Lakeshore Park Drive (in the field between Northshore Parkway and the Reservoir Y); however, this is apparently not on the table anymore.  

Whether you are for, against, or want more information before you make up your mind, I imagine the upcoming, May 13, PRV town meeting will be the place to be.
