No Charges in Cat Throwing Incident

Recently, a woman was witnessed throwing a cat from the Northshore Causeway into the Reservoir. The authorities were called and the cat rescued. The cat is fine. The woman will not face charges. Here is the story from the Clarion Ledger explaining why:

A Rankin County woman who allegedly picked a cat up by its neck and tossed it into the Ross Barnett Reservoir on Friday will not be charged for the action.
Mississippi News Now reported that the 30-year-old woman is a mentally disabled Iraq War veteran. She is currently receiving treatment.

I'm fine with not charging her -- but not so fine with them giving the cat back! Really?!?!
