While I agree that littering is an issue, I'm not convinced this is the best way to solve it.

I agree with the above. I am having mixed feelings about this approach. Punishing all for the actions of a few?

Start writing tickets, or charging to park.

I can see why some folks disagree with this method, however I haven't seen any viable alternatives presented. Ticketing requires an officer to observe the infraction - which in highly unlikely. Charging to park does nothing to curtail littering.
Perhaps the threat of closing will result in an increased level of peer pressure and self awareness. Let's hope so.

I see a lot of littering on spillway road as well. So under this idea of "we haven't given a solution", we should close spillway road to stop that as well? C'mon.

We were simply saying this seems draconian. What other methods were tried before "shut it all down"?

Ticket someone for the hundreds of dollars. I guarantee you it will stop. These people only understand one thing AUTHORITY . Enforce the law end of problem, don't worry about ethnicity. They get it we don't.
